He’s continuing from the previous line about coonery and saying that the black community should harass those acting intentionally stupidly (not let them hang, as in hang out (relax)), because they make them all look bad.
Also, back in the days African Americans had been lynched, or hung, from a tree by the white supremists. This could be a reference to the infamous lynchings and an approach of Talib to remind the “fake goons” of their past and create a purpose in life.
