An allusion to an ubiquitous public service announcement that played on television in New York in the ‘70s and '80s. Right at 10:00 p.m., a voice would say, “It’s 10 p.m. Do you know where your children are?”
RZA alters the line to target single black moms who leave their “seed” (child) at home to go out partying; perhaps the club will play this song while they’re out, so RZA puts in this line as a killjoy
