This is a double Entendre

  1. Lil B is a nice person in general and was really nice because he didn’t vocally assault the other guys at the cypher or anyone in particular during his freestyle. He could have been mean and ended all of their careers.

  2. Even so Lil B spit the “Nicest” verse of the cypher and might have been too nice, rap audiences aren’t ready.

This is more likely in reference to his actual college and College Dropout girlfriend, Sumeke Rainey, who he references in Never Let me Down.

The thing about a handshake is that it functions as an agreement. You give someone a handshake because you’re approving of them in some way. Likewise, the protagonist of OK Computer is approving of all the carbon-monoxide based inventions and conveniences that make life quieter, easier, but less surprising.
