PROPOSED SUGGESTION: Nothing is ever as it seems in SF songs; the only relation to Katrina is “levee” and the title “waterline”…. I really think this song is about addiction, how it grips you, how you relapse, how you’re scared of relapse and repitition, and how it dwells in the bloodlines of families so you’re almost conditioned to act upon its demands. But it’s all you know; so all you do is stand there and watch the waterline, pretty much doomed to drown.
