I think what Lupe is saying is that these guys locked up were just acting out of fear which resulted in them committing crimes for which the judge put them in a penitentiary. Charades is a game where one must guess a word based off of someone else’s actions.

40 Projects is a housing development in South Jamaica Queens NY. Hence the verse is describing NYC

This line could be referencing Stack Bundles. They lived together in Chicago in their beginnings. Stack Bundles may have resided in 40 Projects.
