The name comission could have two meanings:
The first one is a comission that may convict you in case you have beef with Biggie. The second would be a reference to the well-known and infamous Mafia Commission. Remember the name of B.I.G.’s group – Junior M.A.F.I.A!

A “melting pot” is a society in which many different types of people blend together as one. It’s a common metaphor for American immigration, which is often associated with Ellis Island (which is actually in New Jersey, but whatever!). New York City, where people from different backgrounds and cultures live together, is a prime melting pot.

“Rock” in this case is a nickname for crack cocaine. You “cook” powder cocaine to get crack cocaine (this cleverly refers back to the melting pot).

The Naked City is a gritty late 1940s film noir about crime in New York City. Jay’s line is a reference to a line from the movie, in which the narrator says “There are eight million stories in the Naked City; this has been one of them”.

This line also brings us back to Jay’s track “Never Change” from The Blueprint, as well as alluding to the first bar of Kurtis Blow’s “8 Million Stories” and A Tribe Called Quest’s track and line on their 1993 album Midnight Marauders.

As of 2010, the US Census Bureau estimated New York City to have a population of approximately 8.175 million people. “8 million stories” alludes to the idea that every NYC resident has a different story, background, life, etc. All of this contributes to the allure and character of NYC.

Jay used to “cop” (buy) drugs in Harlem to sell in Brooklyn, where he lived. Back in the day, there were only 2 McDonalds in all of Harlem/Washington Heights, one of which was (and still is) on 145th and Broadway.

That part of the city was the spiritual home of New York’s large Spanish-speaking Dominican population. All the hustlers would meet up in there (before going across the street to Brands – the cheapest/best liquor store in the Tri-state)

  2. By repeating Biggie’s lines in his songs he pays homage to the Brooklyn legend
