Kanye can spend his whole life chasing something meaningful and doing something great, yet these fake girls just want him for attention and money, and the only pleasure he gets is from sex, instead of finding a woman with whom he connects with over the work he’s done.

There is an annual West Indian Carnival in Crown Heights, Brooklyn on Labor Day weekend that includes a parade. It’s not the emperor of Russia. Tzar could be derived from Caesar but would from the Kazars or Bulgars. Regardless Caesar’s were the the adoptive name of the emperors of rome.

The lyric is “you ain’t trying to see how far that black pac-man go.” Rhyming “pac” with “Mac” in the previous line, and “man” (pronounced ‘mane’) with “ain’t.”
The “black pac-man” here is a Mac-10 submachine gun.
It is a warning that no distance from him is safe.

Although “nombre” means “name” not “number” in Spanish, this may refer to the term “name of the game,” meaning the most important part of a situation. To B.I.G, making money is the most important part of dealing drugs.

In a 1994 New York Times profile, he said:

“Dough” and “cheddar” are slang for money.

Basic summary: don’t let anyone know how much money you have on you at any given moment, or how much you make, because anyone who knows how much money you have will stop at nothing to take it from you. In an unregulated and highly competitive industry like illegal drug dealing, other people might even kill you for your money.

I agree with the explanation above, but just one thing.
Biggie did not get the spanish rhymes wrong; 4 months before his second album get released, he made a feat. in Shaq´s third album “Can´t stop the reign” and in the title track he sung “…size like a sumo, Frank White numero uno.”
Numero uno means"number one", so yeah, Biggie knew all along what he was saying. I guess “Rule nombre uno” sounds awesome, so…the big fella was right.

This should be simple, almost not needed an annotation. Yes he says nombre. No he doesn’t imply it means the most important tule. He clearly states that rule number 9 is the most important to him when it comes to the drug game. This doesn’t have to do with him having more money as he got famous, which the quote is referring to. This is rules for slinging crack, or basically anything, as he alludes to in the intro. Dealers can sometimes be holding more cash than they really ought to, and he’s simply saying keep it to yourself.

He absolutely 100% says “Nombre” it’s a mistake. Rappers make mistakes when they start inserting Spanish lyrics (ie Wyclef in “Guantanamera”) Or Jay-Z (zip zero, stingy with DeNiro [not dinero]) Biggies speaking style would have made “number” sound like “numbah”. In the same song, he clearly says “numbah” for all the other commandments but in this specific lyric, we can clearly hear “BRAY” as in “Rule Nom-BRAY Uno”. The “BRAY” is clearly heard and suggests he just mistook “Nombre” for “Numero”
