It is common in areas that people are slinging dope to put someone on look out that can alert the crew when the cops are coming. “Hootie hoo” is also a phrase that OutKast coined on Southernplayalisticadillacmuzik in reference to the White Owl cigars they use to roll their blunts with.
This phrase was referenced and used in the 2014 movie, Neighbors, starring Seth Rogen. The members of the fraternity neighboring Rogen’s character use “hootie hoo” as a signal to alert everyone of the fuzz.
