Many great artists, like shamans, often feel like they’re channeling something otherworldly from around the universe and/or god, that their bodies and skills are just “mediums” for great art to be unleashed (scientifically speaking, this might always be explained as “tapping into the subconcious”)
Syd, in his eccentricities and mental instability, definitely felt the same way with his songwriting, and it is most visible in this song and line
People at the time said Syd was crazy, that he was out of his mind. In essence, the Syd they knew– songwriter, pop-star– genius– was gone. In this line, Syd fires back in a sarcastic way. For he hasn’t lost his gift– not bad for someone written off as an “acid casualty”.
I interpreted this line as a reference to the earlier line- “I’m most obliged to you for making it clear that i’m not here” – Given that, this line could be seen as sarcasm. But given Syd Barrett’s mental state, this idea might be less likely than the aforementioned.
This line has two meanings: it both references how Syd was being phased out as the lead songwriter of the band, but also sarcastically pokes fun at his own deteriorating mental state due to both schizophrenia and LSD abuse.
More continuance and building on and off of the previous lines. He keeps it simple. And wraps up the verse with a statement about his loss of identity. So in the end … We have guy getting asked out by a girl … the guy goes on this date …and then gets chewed out by the girl for being all spacey and introverted. To which he gets all hypersensitive and starts staring at the moon …wondering why here’s even at this party wearing a bright red suit or a bright red shirt ? This is not who he is. He’s better than that. This is not a true reflection of who he is … Or is it ? And now that he’s away from the moment … detoxifying by writing this therapeutic song … he’s questioning his true self.

Syd was being spiteful of the band and the record label with the awareness of being constructively dismissed. If we disregard the idea that he wonders if he even exists, the end of the verse is a meta commentary on the production and his lack of creative control making him wonder who could be taking authorship of his creative genius now that EMI would be publishing all of the songs and their team of producers and lawyers influencing how to sell the band and tell their story.

The drive behind a person writing a song is his current situation/inspiration. So who really writes this song. Him? Or the people behind the events that caused him to write it?

Alternatively, or as a double meaning, “I’m wondering who could be writing this song” Could be another reference that this is the first time on this album that we have really heard from Syd, all the other music being dominated by the other 4 members, the idea that the audience may well have forgotten him by this point on the album. Just a thought.
