Well Kevin Durant is number 35, and Russell Westbrook is number 0. His reference comes from there ability to score on the “fastbreak” (team moves the ball up the court fast so defense is outnumber, ie: 2 on 1 or 3 on 2) together. So his reference means this person wants to stop “stashing drugs” (my guess what he means… hiding them to later distribute them), but of course can’t because as he says in the lines above, “once your hands dirty ain’t no kind of clean” .

Third World countries are countries that are not developed yet. They have a lot of poverty (very poor, run down).

Co$$ is from Los Angeles, so he could be referring to “Skid Row”, which is a slang term for an area in a city which is run down, dirty (litter, shopping carts, cardboard boxes, etc) and filled up drug addicts, drug dealers, pimps, prostitutes, thieves… you know, people society see as low lives. You will find areas like this in most major cities in Canada and the USA.

But L.A. actually uses “Skid Row” as an official neighborhood name (it’s located in Downtown). It’s estimated there are 3,000 to 6,000 homeless people in the area. So this is why he compares it to the “third world”.

Flossing is a slang term that means bragging or showing off your material objects. Fur coats (that are real) are expensive and a symbol of rich fashion.

What he is saying is, to those bragging about there material objectives, he wants to see something bad happen to them. In this case he mentions heat exhaustion (due to coats function to keep someone warm) which is an illness that occurs when someone has been exposed to too much heat. Heat exhaustion can be a precursor of heatstroke; the symptoms include heavy sweating, rapid breathing and a fast, weak pulse.
