You will find areas like this in most major cities in Canada and the USA.

But L.A. actually uses “Skid Row” as an official neighborhood name (it’s located in Downtown). It’s estimated there are 3,000 to 6,000 homeless people in the area. So this is why he compares it to the “third world”.

Tush is a slang term for a bum, ass, butt, etc… so it’s pretty self explanatory other then that.

Mary Jane is a slang term for cannabis/weed. So she is referring to “puffing and passing” with her friends… take two hits then pass it around to the next person.

Well in our solar system, our planet (Earth) is the third planet closest to the sun (after Mercury thenVenus), but there is no life-forms are either of those two planets (or any planet in our solar system), our planet is the closet to the sun with life, thus the “first world”.

Flossing is a slang term that means bragging or showing off your material objects. Fur coats (that are real) are expensive and a symbol of rich fashion.

What he is saying is, to those bragging about there material objectives, he wants to see something bad happen to them. In this case he mentions heat exhaustion (due to coats function to keep someone warm) which is an illness that occurs when someone has been exposed to too much heat. Heat exhaustion can be a precursor of heatstroke; the symptoms include heavy sweating, rapid breathing and a fast, weak pulse.
