213 is the area code for downtown Los Angeles. It is completely surrounded by area code 323. At the time of this song’s release, 213 served small parts of Compton, but the majority of Compton was 310 and has been that way since 1991. Other small parts of Compton use 562 as their area code as well.
213 remains the area code that denotes all of LA county in popular media. For instance, the LA Clippers‘ mascot, “Chuck,” reps “213” on his jersey:

Lupe’s a devout Muslim, so he took offense at Jay’s famous line from “D'Evils” in which Jay-Z claims he favors the famed mafia don over god.
Notice that Jay-Z was also the executive producer of this album. Food & Liquor is all about duality. Even in the title, the food represents good and the liquor represents bad. Similarly, Jay Z also has some good and some bad. Although he may pray to Gotti and go against Lupe’s religious beliefs, no one can deny the good that is his influence in hip hop.

Being a locavore drug dealer, Jay Z sees himself as “borrowing” the block to sell crack (much like the Proud Native American, he has no concept of property ownership).
Meanwhile, other drug dealers are engaged in an unsustainable cycle of “slash and burn” drug dealing.
He borrows the block, but then he burns it down and gives it back. He isn’t he to be sustainable, he takes what he wants, ruins the rest, and then jets.
