Basically, the song is about lacking goals, about it being okay to dream big. She’s saying that if you don’t aim to make it with your music, to get it out there, it is a waste of the art, i.e. any artist should want to get their work out to the masses to be heard. It is fairly cryptic, but following the arrow-metaphor, it makes sense.
The “centre” is also referring to the bullseye in an archery target which represents perfection and accuracy
Further to the metaphor is the idea that just because you haven’t made it yet doesn’t mean you should give up. You should ‘aim for the center’ – to try to make the best art that comes from your soul – but even if your work doesn’t seem to be getting anywhere, you still have to try. But I could be wrong there; take it as you will.
As an underground hip hop artist, I don’t think her music appeals to the “masses”. Multi-billion dollar record labels that write music for mainstream rap artists are targeted at 13-24 yr old males. Dessa doesn’t follow suite with this and it shows in the feminist undertones found in this song. I think a more accurate suggestion of aiming “for the center” is an allusion to the soul. She’s saying if you’re not true to yourself, then it isn’t real art.
