I like the current definition for this part of the song, but Sunspot seems to be devoting this section to his own definition of a “Night Prowler”.

Sunspot states that a “night prowler” is how authority, and society looks at those who are “sittin' on the streets” — or otherwise poor and, according to the line: “They see a black man they get scared as hell”, black.

To him, Night Prowling is just a word for the way of life he is forced into, and the way it affects him and his surroundings. it makes him want to break things, re-create his reality to something more suitable. As a night prowler, He must constantly be aware of being followed on the streets, and he must share the streets with the police, who are also night-prowlers in a different sense of the phrase.

this verse details the tragedy of being in a circumstance you have no choice in or control of.
