You might think that Wayne’s giving the country of Haiti, which was devastated by an earthquake in January 2010, a shout-out

Partially true, but he’s specifically giving a shout-out to the Zoe Pound Haitian street gang in Miami’s “Little Haiti” area

Could also be a shout out to the Southern Rapper Gorilla Zoe, who is of Haitian decent, or Zoe — Wayne’s former manager — who is in jail.
