This is a reference to notorious drug trafficker “Freeway” Rick Ross who was active in L.A. during the 1980s. Ross was sentenced to life imprisonment in 1996 but later got released in 2009.
Ross' influence includes rap culture, with rappers Freeway and Rick Ross adopting their stage names after the kingpin. In 2010, Ross sued Rick Ross for using his name—a lawsuit he would end up losing and costing him $10 million.
