Pootie Tang is a 2001 movie poking fun at “Blaxploitation” films from the ‘70s. His main weapon was his belt, of course (bad ass).

He spoke an odd language consisting mostly of nonsensical words. Other characters inexplicably always understood him though, and according to a compilation of Pootie Tangisms on Wikipedia, “The Tipi Tais” is generally accepted to mean “the kids.”

Also, when he says “you gon' get a tip today” followed by “you gon' get some dick today” he could be saying that at first he was giving her “just the tip,” then ended up just giving her the whole thing.

Besides from being a namedrop for the album, Jay and ‘Ye are saying they have armor to protect themselves.

It also sums up the theme of the album – hip hop is currently on music’s ‘throne’ where rock used to be, and Jay and Kanye are at the pinnacle of that, but they have to keep watching the throne and continue to push themselves, or else one day somebody else may steal it. He might also be saying that he has body armor because “a nigga gotta watch the throne”, i.e. The Throne (aka the rich/ upper class) is a place where he is now, thus making him a high priority target for others trying to steal his fame.
