The Tuskegee airmen were a group of African-American pilots in World War II. Lupe is making an air pun, using the Tuskegee Airmen in connection to the air mentioned in the previous lines. Lupe is alluding the fact that the USA had Blacks fight their wars for them yet still wouldn’t give them equality as shown by him stating “they ain’t sharing” in the line above.
