This is a direct diss to 2pac, since in 96 2pac was calling out rappers from the east coast and DMX was still underground at the time before he blew up in 1998. The line was changed in Get At Me Dog to

If it was released before Pac’s death, and Pac paid it a little bit attention, I’m positive one of the Outlawz can just go rush DMX. Shit is not funny yo. This is a person ahead of his time that you’re talking about. I’m sure true fans will understand back up my claim.

Underground rappers back in the day used to diss popular rapper at the time to get a rub, but when 2pac died, DMX changed the lyrics to a k solo diss out of respect for pac.

“Hell Up In Harlem” is the name of a 1973 film starring Fred Williamson as Tommy Gibbs, a character Diddy references later in the song. The film was a sequel to “Black Caesar,” also released in 1973.
