Black drug dealers are the ones who usually sell crack cocaine. Many crack dealers are sent to prison, which fill up many jails/prisons in the USA. There are harsh consequences if one is arrested for crack possession, compared to being arrested for cocaine possession. People who are charged with possession of one gram of crack cocaine receive the same amount of time as people who are charged with possession of 18 grams of cocaine.
