The idea of digging tunnels around fences recalls the current immigration situation with its “Great Wall of Mexico”, and seems to suggest that as a black man, Jay is gate-crashing the white-dominated socio-economic elite, getting his money by any means necessary.

Alternative explanation: This is a reference the Mexican Cartels incredible power and ingenuity. There have been many stories in the news where the law is finding sophisticated tunnels connecting the US and Mexico where thousands of pounds flow into the US.
America thinks walls are the solutions when the cartels are two steps ahead and already bypassing their “walls”

Moreover, it digs at the movie Lord of War. Yuri Orlov (Nicolas Cage) has 5 passports in the movie and the police can’t make anything stick on the weapons dealer that he plays.

This could also possibly be a reference to the mexican drug lord “El Chapo Guzman” who bought several passports after escaping jail. Hence the later reference to “Mexico”.
