Possible reference to the earlier song of the same album, Guv'nor:

Or he could be referring to a rapper that thinks he/she can be a challenge to DOOM. Many rappers, as DOOM likes to put it, are not at the same level as him ( this may be in connection with the previous line). So ultimately such rappers cannot keep up with his lyrical prowess and his knowledge of the craft. So whoever is sent, under their own volition or not, is likely to lose steam and fail to keep up with DOOM.
