1) The inmates are treated poorly, just as a roach would be (treated like a pest).

2) There are so many inmates in the system these days, its like the prisons are infested.

Geppetto is a character from Pinocchio; a woodcarver who carved out the wooden Pinocchio. This could be Cole’s way of calling the people in ghettos “fakers,” since Geppetto used a wooden marionette doll.
