Luis Posada Carriles was a former CIA agent and anti-communist implicated in the 1976 Cubana de Aviación Flight 455 bombings. After being arrested and held awaiting trial he escaped prison. He later entered the United States and in 2005 was charged with illegally entering the country, however, the charges were dismissed and a US immigration judge ruled he could not be deported as it was an abuse of his human rights considering he faced torture if deported to Venezuela or Cuba. He was ultimately released on bail in April 19th 2007

A reference to the Cubana de Aviación Flight 455 terrorist attacks which occured on October 6th 1976. 73 passengers and 5 crew members died after anti-Castro Cuban exiles used bombs to blow up the flight from Barbados to Jamaica. The exiles were later linked to the CIA and in 2005 it was confirmed the CIA had contact with some of the perpertrators and advance knowledge of plans for the attacks
