The immediate reaction to this is to assume that Eminem is either in the Illuminati or fighting to get out of it. But the king of controversy just used that as a metaphor to show he is going to change the game once he is recognized as the best (made king.)

It also relates to the movie 8 Mile in which Rabbit foreshadows the impending defeat of his three final rap battle opponents, all members of a group who call themselves “Leaders of the Free World.” He defeats them and is crowned the king of hip hop, ushering in a “new world order.”

The meaning of this song goes back to the end of World War 1 where the old way of doing things (common religion, kings, etc.) didn’t seem to be working. The most famous example of there being a new world order is the rise of the USSR where communism came into existence as part of government. Even the very emergence of socialism and marxism as well changed how people viewed how the world is supposed to be.
