Here Sadistik creates an image of a person smoking outside in the night-time:
“Ashes bloom” refers to how the tip of a lit cigarette can resemble a flower:
“Black balloons” is a reference to the smoke.
These lines are basically an imagery of a person sitting outside in the dark reflecting, while smoking a cigarette. Reflecting over life with a cigarette is ironically a pretty common thing to do
Black tar is heroin, which is commonly sold in non-inflated balloons, and is black in color (duh). Black balloons floating above him is a sort of tease or encompassing addiction. Something just in reach teasing him by floating about his head. The drug sings him saddest tunes because the high from heroin is a low since the drug is a depressant.

“Black balloons float above me singing saddest tunes” is an obvious reference to singer-songwriter Elliott Smith whom Sadistik has referenced several times and is furthermore a reference to a heroin addiction.

I think he’s smoking weed with a group of people indoors. “Puff puff pass the gloom” suggests this, plus I always took “plaster moon” to mean the ceiling of a room.
