Ser Duncan The Tall (aka Dunk) was a former hedge knight (a knight without a master akin to the Japanese Ronin) and former member of the Kingsguard. He lived several decades before the events of the first A Song of Ice & Fire book, A Game of Thrones.
He appears in the short stories The Hedge Knight, The Sworn Sword and The Mystery Knight.

He was called Duncan The Tall because of his enormous height. He went on to befriend Egg, a young Targaryen prince who would grow up to be Aegon V.

Dunk and Egg went on various adventures throughout Westeros and they even lived through the Blackfyre Rebellion, a war between the rightful Targaryen heirs to the throne versus the bastard children of Aegon IV.

Aegon V is also famous for being the younger brother of Aemon Targaryen, the maester of the Night’s Watch. Aemon mentions Egg when he gives Jon Snow advice after Ned Stark is imprisoned by the Lannisters. Realizing that Snow wants to leave the Wall to aid his brother, Robb Stark, Aemon tells him about his history as a Targaryen and all the horrible things he had to disregard because his duty to the Watch mattered more.

Even though Arya Stark is merciful, she wants Sandor “The Hound” Clegane to know that she’s not as friendly as he thinks. While she won’t kill the pig farmer, she is willing to knock him out unconscious in order to steal his cart.

It then switches to inside of The Twins, at the wedding ceremony of EDMURE and WALDER’S daughter, ROSLIN FREY. The Rains of Castamere by Game of Thrones (Ft. David Benioff, David Nutter & D.B. Weiss)

Robb Stark broke his vow to House Frey, that he would marry one of Walder Frey’s daughters or granddaughters. Robb was concerned that he wouldn’t like any of Walder’s female relatives and instead fell in love with someone else. However, after losing the support of House Karstark, when Robb executed Lord Rickard Karstark for going against his strict orders and murdering Lannister hostages,

Robb started to see the error of his ways. Add to that, the destruction of Winterfell, and Robb was in sudden need of rekindling the Frey/Stark alliance. Since he was already married to Talisa Maegyr, Robb decided to wed his uncle, Edmure Tully, to a Frey woman in the hopes of getting the Freys back on his side. This time, the Freys chose a suitable woman, Roslin.

Ser Wendel Manderly of House Manderly is the youngest son of Wyman Manderly, the Lord of White Harbor. Their sigil is a merman holding a trident:

House Manderly are bannermen of House Stark and are also very loyal to the Starks. Historically, they owe a lot to the Starks.

Black Walder Frey is the great grandson of Lord Walder Frey, the patriarch of House Frey. His name is meant to differentiate him from the other Walder Freys in the family. It also points to his mood and behavior: he’s known for being quick tempered and for committing horrible acts.
