I doubt an illegal gun is cheaper than a legally acquired gun. Illegal guns are purchased by people who, because of felony convictions cannot buy a gun, or because they want a gun with a filed off serial. In any case, the person selling a gun illegally is going to charge more to offset their risk of selling weapons illegally.

being passed through thugs likely refers to the multiple “thugs”/criminals that keep the black market arms trade alive. You got your manufacturers, transporters, deal brokers, and the actual thugs putting the weapons to use which also may involve passing the gun back and forth among people in your crew for various reasons. Not really because they are cheaper, illegally owning weapons requires more extensive work to avoid Law enforcement raids.

I think that he’s referencing the 1994 federal assault weapons ban. Before they enacted this law, one of the main arguments for banning assault weapons was that they were only made for killing people. So, if someone sees you with a gun that looks like it was “made to kill”, then that means that it’s probably an assault weapon, and therefore illegal. Seeing as this album was made in 1995, the assault weapons ban was a big thing back then.
