This is a historical anomaly as whilst Lizzie has the constitutional power to refuse Royal Assent in theory, she would never use it in practice. Royal Assent hasn’t been refused since 1707 and the Scottish Militia Bill. Liz, nor her heirs and successors, Chuck, Billy and the as-yet-unborn HRH Baby has any authority over the elected government.
