Joey doesn’t cry over STEEZ because when someone dies he lives on in the hearts of people.
Also a possible reference to the meaning behind the name of the band N.E.R.D.
He is referring to the after life, his life is just beginning. Pro Era members were huge believers in the after life and what it held. STEEZ believed he was a prophet and would come back to claim the world on doomsday (2047).
[Verse 2: Capital STEEZ] It’s like 6 milli ways to die my nigga choose one Doomsday comin' start investin' in a few guns
STEELO truly thought he was a prophet, some say this was due to his schizophrenia, mixed with drugs and some say his ego got to big, he knew he was the best in the game

He also says he doesn’t cry because Steelo’s life has just begun .
