Here, the rich people are encouraging control of the poor people with money. “Take my wallet” refers to the money, “making people robotic” refers to dehumanizing people to the point when money becomes the only goal, “catatonic” refers to a disturbed state of mind, usually linked to schizophrenia, “harmonic” may refer to the production of music, which in turn could be a demand to work for him (slavery). Harmonic could also refer to the harmonic progression of a repetitive wave at the same frequency, which in turn could mean driving people nuts with doing the same thing over and over again (extensive work and labor) , limited with what they have if they chose to pass the offer of money.
