The phrase refers to when a person makes an assist in basketball. Therefore, he is assisting the audience by dropping wisdom upon them.
This is not correct. To drop the dime on someone is to reveal information about them/snitch on them/inform on them, it comes from the practice of using a public payphone to place the call so as to remain anonymous, from the time when phone calls at pay phones used to cost 10 cents, or a ‘dime’.
