Joey is calling other modern rappers soft and sweet. Following the theme about candy from the previous line, he compares them to Now and Later, which is a taffy-like type of candy.
The slogan of the company is “Hard ‘N Fruity Now and Soft 'N Chewy Later”, so Joey could be saying that modern rappers are pretending to be hard, but they are really soft and “sweet” like candy.
Joey is also saying that these other rappers are relevant now, but later they will be forgotten.
Also notice the play on words with “rappers” and “wrappers”.

A.D.H.D = Attention deficit hyperactivity disorder. Children diagnosed with ADHD are often hyperactive and/or aggresive. ADHD is treated with Ritalin (previous line). B.o.B says it was not a real disease but it was just an experiment, maybe to see how children react to Ritalin. Since the drug is calming the children down, diagnosing them with ADHD and giving them Ritalin could make the parenting easier.
