Continuing with Tone’s previous line, he’s describing the kids who are susceptible to selling drugs/joining gangs, kids with disadvantages. They have little to no love in their lives from growing up in broken homes and see gangs as a way to be a part of something, somewhere they can feel a sense of belonging. As teachers try to work with the same type of kids, some of them will give up on their students and vice-versa.

Drugs, greed and violence describes street life. People who sell drugs for a living tend to stay strapped and only care about one thing; the almighty dollar. Tone is saying as people become more accustomed to these things, they become jaded from being around negative influences.

as evil devours the young,

Kids who grow up around these negative influences see people making a lot of money from selling drugs and decide that’s what they want to do since they don’t know any better. Drug dealers and street gangs represent the evil that Tone is describing that become influential to the young.

Instead Tone is saying if you were once a sheep, you’ll always be one. A sheep represents a coward, someone weak, who follows others while a wolf represents someone strong and fearless.
