In baseball, when you steal base (and especially third base specifically), you are likely to drive the final leap into a jump and then slide towards the base. The metaphorical meaning is that Kanye is on a decline, but since he never was as great as Drake is, he couldn’t have started from higher than 2nd place, and he’s only gotten worse since, hence sliding down.

Third base is also a reference to the top three spots, which Drake consistently refers to himself in first place or taking all three of the top three spots (“uno dos trace in the race they can’t hold me – Fair Trade”). Also Drake is saying that Kanye is in “third”, or last place. Further, sliding to third suggest that Kanye hasn’t even earned his spot in 3rd place through enough “hits” or “runs,” but rather that he has to steal the spot to be considered in the top three.

He’s at least giving Kanye credit for being in the top 3. I would imagine JAY-Z would be the other GOAT currently occupying a Top 3 spot in Drake’s mind.
