Jeffrey Dahmer was a serial killer and sex offender. He murdered 17 boys from 1978-1991. He was involved in rape, necrophilia and cannibalism, and died when he was beaten to death while incarcerated. Dahmer was infamous for the apartment he moved into, where he hid bodies of people that he killed.

The line itself,

Hotter than Jeffrey Dahmer in the afterlife

Is comparing J-ROC’s lines as being hot towards Jeffrey Dahmer being in hell. Hell is seen as a place where everything burns hence the other meaning of hot.
