The first time he means “clue” as in literally, these people never had a clue (i.e. the faintest idea). The second time, and only the second time is a reference to DJ Clue.
Also, DJ Clue didn’t “found” Fabolous, because he’s not a foundation or a business. He was discovered. What is the point of translating and explaining rap lyrics if you’re going to make them more slang-filled.
