We do not know that “Does exactly what it says on the tin” does exactly what it says on the tin. The existence of the phrase implies its necessity, which implies that many things do NOT do exactly what they say on the tin, so we cannot safely assume that something “does exactly what it says on the tin,” even the phrase itself.

Bonus: in the UK some people will actually say “Ronseal” to mean “it does exactly what it says on the tin”. E.g. in McDonalds “What sort of dimensions and flavour did your Big Tasty burger have?” “Ronseal mate.”

The song isn’t about weed. The Front Bottoms don’t smoke weed as they’ve said many times before. Brian refers to himself as “Mr Green Side” satirically, referencing the saying that “the grass is always greener on the other side”, because as the preceding lines state, when it’s winter he yearns for it to be summer but when summer comes around he wants winter again.
