Broke meaning he teases that this girl is so unattractive it causes passersby discomfort and it should be illegal for her face to be seen by the general public.
With the next line he is implying that her head is so bald and smooth that it is transparent and one would be able to read her thoughts by merely looking upon it. It is also referencing the social stigma that African American women with little to no hair are unattractive. And in order to find favor with males they must perm,straighten or get a weave.

@waldfield My point is that technique should reflect some kind of purpose related to its context. I’ll admit that when I first made that suggestion I didn’t realize that perhaps such things in early 90s hip hop weren’t taken as seriously, but to think that an artist nowadays such as the given here doesn’t share the same view strikes me as a little surprising. I understand if you don’t agree though :) . Here’s another example you may know better, if you still don’t get what I mean.

IDK if I agree with that. That’s certainly one way to use alliteration, but calling it part of the definition seems a bit fastidious. How many examples of alliteration are actually onomatopoeic? 2%?
