The “Storm” can be viewed as a sandstorm or the “Desert Storm” which was the name of the attack the U.S. Government used for their attack during the war. Because war is such a mess, everyone can be caught in the storm. The “Casualties of War” are many.

It appears that in his confusion Rakim has decided to “strike back” and attack civilians in New York. Possibly it was out of confusion or PTSD, but Rakim may have also felt that the American’s were the true enemy for a Muslim Black Man. Again, this plays on the confusion he has had throughout the song. But, this song is ambiguous as to what Rakim actually did here. This confusion seems to touch on some of the mixed feelings many African Americans may feel toward the U.S.A. They were once slaves, and still arguably live under some oppressive conditions in the U.S. FURTHER, Rakim is again prophetic in predicting that war overseas may lead to more domestic violence and mass shootings. These people also become the “Casualties of War”.

Kamikaze also links back to the previous line’s reference to Pearl Harbor. Rakim is keeping the metaphor alive by referencing the Japanese suicide attacks on Allied naval vessels.
