I think this is a reference to Howard ‘Pappy’ Mason who – at the time – was a notorious drug trafficker and organized crime figure in Jamaica, Queens. Mason ran a drug smuggling gang called the Bebos.

Cher Lloyd is a contestant on this year’s (2010) British singing talent show, The X Factor. She’s not particularly hot, but she’s got this kind of gritty, council estate sex appeal to her.
