“More money, more problems” is a reference to The Notorious B.I.G.’s single of the same name, saying that his problems are similar to what Biggie warned.
The next line referring to the phone being tapped by the FEDs is also a reference to the same song, where Biggie states that the government had “tap my cell and the phone in the basement.”
So J-Live is stating that although the song’s protagonist is living the advice Biggie gave, he’s not the actual thug that Biggie was.

The “FEDS” “Red” connection is that reds used to be what communists were called back during the McCarthy era. Many people accused of communism had their phones tapped by the FBI in order to find evidence of communistic activities.
