He’s talking about the day that he either Rapped in public, or rapped in a place he could get a considerable buzz.
Basically Kendrick is saying that He’d be lying if he said he didn’t want fame and fortune. He just uses a clever metaphor and wordplay.

Jay Rock does what he wants, no matter how obscene or how others will look down upon it. Similar to how “Sagging” your jeans and showing your ass is frowned upon.
