Many young people just want to party and get fucked up. They can be easily manipulated by the presence of alcohol and will often use it as an excuse to lose self-respect and do things they probably shouldn’t be doing. These people will assemble or “flock” to the nearest person who has a few bottles. (Think of this scene in Superbad)
Metaphorically, the physical action of “waving” while in a pool is a sign for lifeguard to come rescue you. Therefore, Kendrick is mentioning his divergence from our generation’s ways of drowning their problems.
His wordplay with “flock” could also refer to sheep, how he began drinking by chasing after fake dreams to fit in with the crowd, like sheep to a shepherd.
I took it as “waive a few bottles” as in he turned them down. And because of that the group flocks away.

If alcohol here (apart from being about alcoholism) is a metaphor for gang culture, (jumping into a pool of it, slowly drinking it as it poisons you, getting drunk on it and its feeling.), then the ‘few bottles’ here might be a metaphor for a gun. When waving it in the air, friends and other people flock towards you, and others including family and enemies are driven away. Again, with alcohol, friends and others flock towards you like sheep, but family and others are driven away. The notion of waving either of these things, either as a metaphor or literally suggests heavy involvement with them. For example, nobody waves a bottle around if they do not drink and get drunk regularly/ habitually.
The “wave” part is a stretch.
