The term ‘dead presidents’ refers to American paper currency which pictures of past dead presidents are present on.

Roscoe personifies his pockets as best friends with these ‘Dead Presidents’ for a metaphor meaning that he always has cash on him, in his pockets.

‘Dead presidents’ is a term first used by Rakim on the song “Paid in Full”:

Thinkin', “How could I get some dead presidents?”
I need money, I used to be a stick-up kid

Nas also used this term on his song “The World is Yours”, although it wasn’t made popular until Jay-Z had sampled Nas for his chorus on “Dead Presidents”:
