20 used to be considered young and in the prime of life. So people might say “he’s living like he’s 20” to mean that he is living as if he’s in the prime of his life (whether he was 20 or not). But in the days of Shakespeare, 12 was young and in the prime of life. As life spans increase (as humans tend to live longer due to genetics, health, medicine, etc), our perceptions of “young” and “old” also change. Nowadays 30 is considered young and in the prime of life. So 30 is the new 20, and that same guy living as if he’s in the prime of his life is now “living like he’s 30.”
