An extended basketball metaphor. A shooter is a basketball player that can make long-range buckets, usually 3 pointers. In this case, Ross' shooters are killers.
The NBA Developmental League or D-League is the NBA’s official minor league basketball organization, which refers back to the original basketball metaphor. When Ross mentions “D-League”, he’s probably referring to a dope league of some sort.
NBA teams usually go to the D-League to find a new role player or bench player for their team. Ross is saying that he has players on his team who’s sole purpose is to shoot and fulfill that role, because those type of soldiers are rarely the famous, successful ones; instead, they are known more for their effort and hustle.
