Referring to stacks of money by the rubber bands that hold them together is a literary device called “metonymy.” Metonymy is when you call someone or something by one attribute rather than by the name of the thing itself. For example, when women are called “skirts” or royalty is referred to as “the crown.”

It’s also a double entendre because it literally means music from the band is making her dance but also states the idea of stacks, which is street slang for $1000. Juicy is making it rain!
