Everyone in unpleasant situations tells themselves that they will leave eventually, though most of the time they never do leave and end up staying exactly where they are.
They wait on a metaphorical ship (some kind of sign or golden opportunity) to come get them, but since they never take the initiative, they continue on with their lives.
