The other meaning is that if he gets his heart broken he keeps tissue papers to wipe his tears as a caution. Since tissue paper is often used to wipe away tears.

It could also mean tissue paper as in tissue paper that comes with gifts. Such as a fine birthday gift would come wrapped in tissue paper. He would keep the tissue paper so that he could send the gift back or use it to wrap another gift
