Pablo Picasso is arguably the best painter (best at “drawing”) – so if Jay’s foe pulls out his gun (“draws”), he better similarly be the best
I think Jay may be also alluding to all the obstacles and difficulties of his environment that he constantly refers to, ‘inspired’ and were a main theme behind many songs on this album. He’s saying, if you choose to draw, you better already be the best or you’re not gonna get anywhere, almost as if that’s what they told him when he first started rapping. If you do this, be the best or don’t do it at all.
